In many states a state ID or drivers liscense , vehicle license plate number and thumbprint are required to sell to a scrap dealer. It goes on a form. Houses wouldn't be being broken into left and right and the plumbing ripped out, and other thefts of historic materials wouldn't be happening, if they weren't buying from crooks.<br /><br />If I were a scrap dealer, I wouldn't buy a thing without taking a thumbprint. I know this is a minor effort thing, since I had it done at a bank once.
